Compositore inglese. Ha svolto la sua attività di compositore e insegnante prevalentemente a Londra; negli anni 1942-44 è stato direttore dei programmi musicali della bbc; nel 1950 è stato nominato cavaliere e nel 1953 Master of the Queen's Music. Dopo i primi lavori, caratterizzati da una particolare attenzione a Stravinskij, ai francesi e a Schönberg, ha adottato un linguaggio romanticheggiante, che si richiama a E. Elgar. Ha composto: 2 opere (fra cui The Olympians, 1949); 4 balletti (fra cui Checkmate , 1937, e Adam Zero, 1946); musiche di scena e per film; composizioni corali per cori di dilettanti (fra cui una Pastorale con mezzosoprano, flauto, percussore e archi, 1928) e sinfoniche; musica da camera e pezzi pianistici.
