This book constitutes the refereed proceedings of the Second International Conference on Security and Privacy, ISEA-ISAP 2018, held in Jaipur, India, in January 2019. The conference was originally planned to be held in 2018 which is why the acronym contains "2018". The 21 revised full papers presented were carefully reviewed and selected from 87 submissions.
