Despite the risks, many families took their chances to claim land and start fresh. Their presence laid the groundwork for future development. Land policies like the Land Ordinance of 1785 helped shape this growth by dividing land into plots for sale. This system made land more accessible to ordinary Americans and encouraged organized settlement. It also brought revenue to the federal government. As more settlers moved in, small communities began to emerge.
