An energy analyst in Istanbul produces three reports connecting infrastructure events across eight countries. Each is classified within days. He opens the next report template. A legal scholar in Geneva drafts the foundational governance framework for autonomous systems and cannot reconstruct the reasoning that produced its most important clause. A security auditor builds the most complete independent picture of what has happened. He keeps it in a paper notebook. He does not throw the notebook away.
