Nacque a Oxford nel 1861. Fu ufficiale dell’intelligence britannica e ufficiale di polizia, amministratore coloniale alle Fiji e scrittore. Per otto anni diresse il famoso C.I.D. di Scotland Yard. Morì nel 1939.
